I worked for Tanzania Commission for Science & Technology (COSTECH) for about 8 years, before joining the Fair Competition Commission. At COSTECH, we used to provide Internet Services (ISP) to remote clients. I was the main System/Network Administrator on RedHat platform.

ROLE IN NATIONAL NETWORKING ACTIVITIES

Fair Competition Commission (FCC) is a Semi government agency under the Ministry of Industry & Trade with the role of protecting and promoting competition in markets including protecting consumer from unfair and misleading market conduct. 

I am the Head of Information Systems and Service department, my duties and responsibilities includes managing, maintaining and supporting ICT infrastructure and the associated services, identifying and implementing suitable ICT solutions and tools, coordinating development of new systems, providing regular training to Staffs on ICT applications and systems, ensure security of the systems including data continuity and integrity. The department provides a secure, user friendly and efficient ICT environment for all employees. 

FCC is relatively a young organization as it was established few years back and its presence in only in Dar es salaam. But one of the activities of FCC also includes fighting counterfeit goods imported into the country. Our presence on all border posts is inevitable. In the near future we will have our Offices established in these borders whereby all our regional/zonal offices will have to be networked to the headquarter in order to improve performance and efficiency. Open source technologies will be mostly preferred to be used to in implementing, managing and maintaining the LAN/WAN and services provided along these networks.

Our computing and network environment is a combination of windows and linux platforms. Windows mainly on desktop servers and linux on information services (mail & web, database is on development process). We are using, windows xp/7/server 2003/8 and Ubuntu. Some of the software applications includes SAP for accounting, and Inspirol people for payroll to mention a few. We are connecting our ISP through wireless (WiFi, on 3.5 frequency band), the ISP is connected to the international internet through marine cable (SEACOM)with a redudancy link of Eassy + VSAT on C band.

Being a technical person and the main adviser on matters relating to the use of ICT for development in the Organization, the training will update me on the best methods practices for establishing, monitoring and managing network to its optimum performance including conserving scarce resources such as Internet bandwidth.

I will use the knowledge and skills gained from the workshop to effectively monitor and manage my office network, train other staffs on the best methods, procedures and practices for ensuring the network is up and running efficiently, provide consultancy services to other government organizations, influence others to use open source more than a proprietary ICT based solutions.

On my return to my previous employer (COSTECH), I managed to establish ISP for COSTECH geared for Internet Service provisions to R & D institutions in the country. I was technically involved in the establishment of sengerema telecentre (www.sengerema.or.tz), also involved in designing and deploying ICT for rural development in four districts namely ( singida, simanjiro, kiteto and manyara) under the LAMP project funded by SIDA in the country. Involved on several others rural projects such as ngara and in mtabila refugees camp to mention a few. I have also used the knowledge and skills gained to train others when at costech and even at FCC. I designed and developed the current FCC ICT infrastructure.

COSTECH become ISP, several internet working related projects were established. Tested and implemented VOiP services using ASTERIK, at COSTECH, DIT & Juasun (ISP) upcountry, with assistance of expertise from SIDA/KTH, to mention a few.

I'm asking for financial assistance because this is an important training opportunity worth not to miss but unfortunately under our current business plan there is no budget for it and also being a government kind of an agency, we get funding from the central government which is very limited to be able to accommodate other spending such as trainings.
